Votes at a glance: Westbrook council adopts budgets, capital orders and permit; multiple items approved 6-0-1

The Westbrook City Council on May 4 adopted a series of orders covering capital purchases, paving projects, design and roadway improvements, park revitalization, grant-funded projects and the municipal and school budgets.
By a single consolidated motion the council approved on second and final reading Order 2026-44 (purchase of a replacement Westbrook Community Center bus) and Orders 2026-48 through 2026-54 (including 2026-48: award of bid for 2026-27 paving; 2026-49: Route 302 & East Bridge Street intersection design; 2026-50: Saco Street roadway improvements; 2026-51: purchase of sewer assessment software and related vendor list amendment; 2026-52: LED lighting upgrade for the public safety building; 2026-53: agreement for shared costs of public improvements on Lincoln Street and Mayberry Road; and 2026-54: acceptance and expenditure of funds for Saccarappa Park revitalization). The block motion was adopted by recorded vote 6-0-1 (Councilor Gary Rairdon absent).
The council also approved Order 2026-45 (FY 2026-2027 Annual Budgets & Appropriations) after council and public comments; the order was adopted by vote 6-0-1. The FY 2026-2027 school budget warrants (Order 2026-46) and the Wastewater Division budget, including the Portland Water District assessment and sewer user rates for 2027 (Order 2026-47), were adopted on second and final reading with recorded votes of 6-0-1.
In new business, the council adopted Resolve 2026-11, approving a mass gathering permit and associated road closure for the Vallee Square Concert Series; Order 2026-55 (authorizing a settlement agreement with TDB, LLC) and Order 2026-56 (accepting the unappropriated funds report for the third quarter of FY 2026) were adopted on one reading. The council carried first readings for Orders 2026-57 through 2026-59 (public safety building feasibility study updates, replacement gas meters with grant acceptance, and a Municipal Partnership Initiative agreement for Saco Street improvements) to second readings as required.
No councilor requested separate consideration of the block of second-and-final-reading orders. The meeting record shows consistent recorded majorities for passage and notes Councilor Gary Rairdon as absent for roll call and votes.
