Westbrook council approves routine orders, liquor license and vendor list; mayor announces staffing change

The Westbrook City Council on June 1 approved a package of routine orders and local approvals, including emergency repairs at the Davan Indoor Pool, acceptance of a fire department donation and hose purchase, Recreation & Conservation Commission trail-blaze expenditures, and a rental agreement for a medication-storage solution. The motions were moved and seconded by councilors and, as recorded in the minutes, carried without recorded opposition.
Council also approved Order 2026-65, amending the FY 2025–2026 annual vendor list, and granted a liquor license to Happy Wheels Skate Center (84 Warren Ave., Unit K) after a public hearing in which the applicant, Taylor, and Mayor David Morse spoke. The approvals were recorded as unanimous in the minutes.
Mayor David Morse used his remarks to read a Pride Month proclamation, note the start of the annual alewife migration in the city and announce a temporary increase in authorized police staffing to 48–49 officers beginning July 1, 2026 to allow for training ahead of Captain David Thompson’s retirement; the staffing level is recorded to return to 48 after the retirement in September.
Most motions in the minutes are recorded as carried unanimously. The minutes do, however, contain an internal inconsistency in several roll-call lines that lists one councilor as both voting and absent; that discrepancy is noted in the audit and should be resolved in the official record if exact roll-call details are needed.
