Westbrook council amends city ordinance on fowl and poultry after debate, final vote 5-1-1

The Westbrook City Council on May 4 amended Chapter 110, Article IV of the city code governing fowl and poultry, approving the ordinance on first and final reading after a series of amendments and debate.
Councilor Victor Chau moved to remove the item from the table and to amend the legislation; Councilor Brian McCambridge seconded. Councilors spoke during the council comment period and staff provided technical clarification. Assistant City Administrator Jennie Franceschi and a representative from the police department, Brett Bissonnette, addressed enforcement and implementation questions raised by council members.
Following the council discussion, Councilor Michael Shaughnessy moved an amendment to the legislation; that amendment and subsequent drafting changes were considered by the council. Public comment included written correspondence from Steve Eggleston and comments from residents such as Larry McWilliams and Ken Foassen during a later public comment opportunity.
After final amendments, Councilor Amy Faulkingham moved to approve the ordinance on first and final reading; Councilor Victor Chau seconded. The ordinance passed on the final recorded vote 5-1-1. The aye votes were cast by McCambridge, Shaughnessy, Chau, Faulkingham and Munro; Councilor Anna A. Turcotte recorded a no vote and Councilor Gary Rairdon was absent.
The council instructed staff to implement the ordinance changes as amended; city staff indicated they will incorporate the amendments into the codified ordinance and follow usual enforcement procedures. The council did not record additional direction to return with further amendments at a later date.
