Board approves E‑rate funded network upgrade for schools; district to pay half

The Board of Selectmen approved a Board of Education recommendation to award Merricay access points and a switch upgrade with installation to Total Communications Inc. for $222,353, with the district responsible for about half the net cost after an E‑rate award.

A school staff member explained that E‑rate is a federal program that subsidizes networking purchases for schools and libraries based on the share of free and reduced‑price lunch students; Waterford qualified for roughly a 50% reimbursement for this cycle. The staff member said the E‑rate procurement process is strict and nationwide, requiring a documented bid‑evaluation process and a federal bid‑criteria sheet. The district reported it received 27–28 bids for the procurement and that the bids were narrowed to those qualified for the requested networking equipment.

"Waterford qualifies for 50% reimbursement on E‑rate purchases," the staff member said, and described a multi‑stage RFP and review process that federal reviewers also inspect. A selectman asked whether the e‑rate percentage was typical; staff said the district has been at about 47–50% in recent years and that E‑rate funding is typically locked in for five years for eligible purchases.

The board voted to approve the award. The Board of Education is responsible for the local share identified in the E‑rate award breakdown and will proceed with contract execution in accordance with E‑rate program rules.
