City staff presented the project's bid information: the low bid identified was $25,002.07 (Titan Paving Corporation), and the community requested up to 50% of project cost (a request of $12,635). Commissioners volunteered district funds to reach a combined $10,443.50 commitment at the meeting: District 1 $2,500; District 6 $2,500; District 4 $2,000; District 2 $1,443.50; District 7 $1,000; and a $1,000 contribution from the mayor (vacationing). The city manager explained unspent grant funds remain in the budget and that awarded funds must be used within the program timeline; if a project is not completed within 45 days from approval, the applicant would need to reapply.
The motion to approve the $10,443.50 reimbursement was moved and seconded during the meeting and passed on voice vote. Council members discussed tracking prior grants to avoid duplication and asked staff to verify whether earlier awards for the same area remained active.
Staff will notify the applicant and coordinate the reimbursement after documentation of the work and invoices are provided in accordance with the grant program rules.
