Staff said the proposed lease will be delivered to the prospective lessee (identified in the meeting as Billy) for review and potential board consideration. Council members discussed whether the city should help pay for a fence or encourage fundraising; staff and the city attorney said the city will not pay for the fence under the current arrangement, and the lessee may lobby CCA or seek donations if needed.
The council received the update; staff will return with the final lease for approval if requested by the prospective lessee.
