Business incubator project moves forward; new grant assistant joins city staff

Jackie Collins, a new grant assistant who has worked with grants and business-writing projects, was introduced to the council and credited with helping staff assemble the materials needed to advance work on the incubator building at 382 West Main. Staff and the Center for Watershed Protection described the first phase as replacement of the roof and associated architectural and engineering work; the project was awarded a $500,000 congressional earmark administered through the National Park Service to support preservation components.
Council and staff noted the original roof bid (awarded in March 2025 to Dynamic General Contracting) had been held in abeyance while the city resolved funding and administration steps; staff said they will verify that the bidder’s price is still current before executing a contract and will proceed with engineering for the broader incubator project. The city plans to work with the Center for Watershed Protection on an RFP for architectural and engineering services for the incubator’s next phases.
What happens next: staff will check the prior bid and, if the price and conditions remain acceptable, proceed to contract for the roof work and begin the engineering phase for the incubator.
