HANNIBAL, Mo. — The Hannibal City Council on Dec. 2 approved change orders adding $43,397.93 to the Central Park renovation contract and adopted a resolution authorizing the mayor to sign a local approval letter that allows a Public Finance Authority to issue taxable revenue bonds of approximately $9.75 million for a project located in Hannibal.
City Manager Andy Dorian briefed the council on the Central Park work, saying crews discovered additional needed work when crews exposed old concrete and electrical equipment. "The total change order for 1 and 2 is, $43,397.93," Dorian said, listing extra costs for electric pedestal replacements, gazebo stucco repair, ADA‑related sidewalk modifications and replacement of a deteriorated flagpole. He told the council the funds are available in the current budget and that staff recommended adopting Resolution 25‑77‑25.
On finance, Dorian said a law firm had requested city approval for a mayoral signature on paperwork required by the Public Finance Authority (PFA) to issue taxable revenue bonds for a project in the city; City Attorney James reviewed the document and advised it did not legally bind the city beyond the local approval requirement. The council adopted Resolution 25‑76‑25 authorizing the mayor to sign the PFA local approval letter; the resolution description in the record cites an approximate bond amount of $9,750,000 and references a statutory citation as read aloud.
Why it matters: The change orders allow the Central Park renovation to address construction discoveries and complete work; the PFA local approval clears a procedural step for bond financing of a separate project in Hannibal.
What’s next: Public Works and Finance will implement the Central Park changes and the city will execute the local approval letter; further bond details (final terms, borrower) were not read into the record and will require follow‑up for full public disclosure.
