The Pender County Planning Board unanimously recommended approval on July 7 of a general‑use zoning map amendment (rezone 20 26 98) to change roughly 0.31 acres at the northwest corner of Dan Owen Drive and Safe Passage Way from Residential Performance to General Business.
Staff explained the parcel is undeveloped, adjacent to existing commercial uses and consistent with the Imagine Pender 2050 future land‑use category of 'regional center,' which encourages commercial and higher‑density residential uses. “The general business zoning district is compatible with the regional center future land use category,” staff told the board and recommended approval.
One resident, Allison Melton, asked that three houses on Dan Owen Drive be considered as part of any rezoning because a nearby house operates a small art business and she was concerned about isolated nonconforming uses. Staff replied that any additional properties would need separate applications and that code enforcement had addressed a previously operating business at the corner house.
A board member moved to recommend approval, citing consistency with Imagine Pender 2050 policies; the motion carried on a voice vote. The item will be forwarded to the Board of County Commissioners for final action, with the earliest possible hearing noted by staff as August 17.
