Mountainside council approves bond, capital projects, personnel hires and routine resolutions
Summary
At its May 20 meeting the Borough of Mountainside approved a series of resolutions and ordinances — including a $1.1 million bond ordinance, library reroofing appropriations and contract award, appointment of a communications officer, tax-appeal refunds, estimated tax levy authority and other routine items — all by recorded vote or motion.
The Borough of Mountainside’s mayor and council on May 20 approved a package of resolutions and ordinances spanning capital projects, personnel actions, tax-appeal settlements and routine municipal business.
Key approved items included:
- Ordinance 13-42 (second reading): a bond ordinance to appropriate $1,100,000 for various infrastructure improvements and authorize issuance of bonds and bond anticipation notes. Renee introduced the ordinance; there were no public comments and the council closed the hearing before recording affirmative votes.
- Ordinance 13-43 (second reading): appropriation of $218,674 for resurfacing Chapel Hill and Outlook Drive West, funded by an NJDOT grant. Valerie read the ordinance, the public hearing produced no comments and the ordinance moved forward by roll-call vote.
- Ordinance 13-45 (first reading) and Resolution 71-2025: the council introduced a $617,000 capital appropriation for reroofing and repairs at the Mountainside Public Library (ordinance 13-45, first reading) and separately authorized a contract with Heinz & Fiore for architectural services to support the library reroofing project (Resolution 71-2025) under the non-fair-and-open contracting provision cited in NJSA 19:44A-20.5.
- Resolution 66-2025: the council appointed Christopher Jackson as communications officer at a starting salary of $49,627.37 (effective April 21, 2025), with specified PTO and a six-month probationary period; the resolution passed by recorded vote.
- Resolution 68-2025: authorized a tax-appeal settlement for Block 5.2, Lot 25 and approved a refund to the taxpayer of $21,638.34 following negotiated assessed values for 2023 and 2024.
- Resolution 63-2025: set the borough’s entire estimated tax levy for 2025 at $40,445,345.06 and authorized the tax collector to prepare estimated tax bills for the third quarter.
- Resolution 64-2025 and 65-2025: the auditor-completion resolution reported no comments or recommendations for the 2024 audit; the corrective action plan submission was noted as having no required actions.
- Resolution 72-2025: the council waived $457 in permit fees for the Elk Club for restroom refurbishment, citing prior practice; the waiver was approved by roll-call vote.
Other approvals included refunds for duplicate credit-card charges (Resolution 73-2025), recreation hire recommendations and pay ranges (Resolution 69-2025), and authorization to pay bills and claims totaling $168,236.44.
All items listed above were advanced or adopted by motion and recorded roll-call votes where indicated. The council then moved to an executive session to discuss litigation, contracts and personnel matters.
