Board selects Harvey Construction as construction manager for new middle school

The Concord School District Board of Education voted Jan. 28 to contract with Harvey Construction to serve as construction manager for the new middle-school project.
Staff described a two-part RFP process from 2024 that solicited pre-construction services and an optional construction-manager bid; Harvey won both sections. District staff said pre-construction work is complete through construction documents and that the guaranteed maximum price (GMP) and a detailed Exhibit A will be set once 100% construction documents are finalized, likely in September. The contract package will include standard AIA documents for insurance, bonds and general conditions.
Board members asked how the construction manager would address traffic and site constraints. Staff said architects and traffic consultants would lead long-term traffic planning (drop-off/pickup), while Harvey would handle construction-phase traffic mitigation. Trustees noted the site is tight and that traffic concerns would be addressed through the architects and the building committee.
When the motion to enter a contract with Harvey was moved and seconded, trustees referenced prior successful projects with the firm. The motion passed by voice vote.
Staff said final contract exhibits and a potential amendment listing the GMP will return to the board after construction documents are complete. The district reiterated that the GMP and final contract values are not yet set and will be reviewed at that time.
