Plan Commission approves conditional use permit and site plan for Turn 4 Car Wash at 1217 Marinette Ave.

The City of Marinette Plan Commission approved a conditional use permit and site plan on March 4 allowing a two-stall Turn 4 Car Wash at 1217 Marinette Ave. Mayor Genisot opened a public hearing on the application filed Jan. 22, 2026, and resident Joe Dulak spoke in favor, saying the existing houses on the parcels had been on the market for years and the car wash would "bring a larger tax base to the City of Marinette."

After the public hearing, commissioners addressed the eight standards in MMC §465-75 for conditional uses. Motions to find the proposal met each subsection (a) through (h) — including compatibility with adjacent uses, adequacy of utilities and access, traffic mitigation, and conformity to district regulations and floodplain rules — were made and carried. The Plan Commission approved the conditional use permit submitted by Robert E. Lee & Associates on behalf of Turn 4 Car Wash for parcels 251-02736.002 and 251-02736.003 (1215 & 1217 Marinette Ave.).

Nicholas Lemire and Matthew Lemire appeared on behalf of Turn 4 Car Wash to respond to questions about a site plan submitted Jan. 22, 2026 that depicts a two-stall car wash at 1217 Marinette Ave. City reviewers — Public Works/City Engineer Miller (review recorded), Building Inspector Curt Demlow, Water/Wastewater Operations Manager Howard and Fire Chief Heckel — had signed off on the plan prior to the meeting. Commissioners approved the site plan and authorized Building Inspector Curt Demlow to issue a building permit to Bayland Buildings, Inc., for construction within the B-1 Local Shopping District.
