Dalton board authorizes letter supporting municipal net metering amid bill-number confusion

The Dalton Select Board agreed to authorize staff to prepare and sign a letter asking the state senate to preserve municipal net metering provisions that allow towns to receive credit for excess solar generation.
Amanda Devineau summarized a request from Melissa Elander, who assisted with the town's solar grant, saying a senate bill under consideration could restrict net metering for municipalities. "She’s asking if the town select board would sign a letter in support of municipal net metering," staff said.
Chair Jo Beth moved to authorize the board to sign a letter in support of the referenced bill, described in the meeting as a 2026 bill to extend net metering eligibility terms for municipal energy projects. The motion passed. During the exchange members referenced the bill by more than one number; Jo Beth spoke of "SB538" while later the record also contains a reference to "3038," and participants agreed staff would circulate the correct bill number and text by email.
Board members said they also would be encouraged to provide personal support through the senate website once staff circulated the correct bill number and draft letter. No formal lobbying action beyond preparing and signing the letter was recorded.
The board tasked staff with drafting the letter and sending the bill information to board members for individual support if they choose.
