Pilot Grove City Council approves property purchase, commits $500,000 toward sewer project and OKs event street closure

The Pilot Grove Board of Aldermen on June 2 approved a series of routine actions and a property purchase, and agreed to an initial $500,000 funding commitment for a local sewer project.
Mayor Dennis Knipp and four council members — Bob Kraus, Donna Bader, Bradley Vollmer and Kathy Waller — met at Pilot Grove City Hall. The council voted 4-0 in closed session to acquire property at 110 Main Street and an adjoining lot, and later reconvened in open session without further action. The closed session was held pursuant to Sections 610.010–610.030 of the Revised Statutes of Missouri; the minutes state that actions taken complied with Section 610.021, RSMo.
The council also moved forward on a sewer project financing plan. Council Member Bob Kraus moved that the city put up an initial $500,000 and accept a loan on a 30-year term when loan terms are finalized; Council Member Bradley Vollmer seconded the motion, which passed 4-0. The minutes do not record the final loan terms or the lending institution.
Other approvals during the meeting included renewal of a certificate of deposit at Citizens Community Bank and acceptance of the May 2025 financial and police reports. The council accepted the minutes of its May 5, 2025 regular meeting.
A request from Sarah Sawford of Deon's Bar & Grill to close Main Street on June 21, 2025 from noon until the bar closed was approved (motion by Council Member Bob Kraus; second by Kathy Waller; vote 4-0).
The council approved two building permits: a single-family modular home at 146 5th Street and a shed at 104 Hall Street (motions recorded with 4-0 votes). Sample sidewalk easement packets were presented and the council discussed sidewalk replacement plans at 113 4th Street, as well as placing no-parking signs on city property.
The meeting concluded with a final motion to adjourn. The next regular meeting is scheduled for July 7, 2025, at 6:00 p.m. at Pilot Grove City Hall.
