Union City Borough Council voted Aug. 27 to accept a $16,679 quote from Construction Services of PA to install a canoe and kayak launch at the American Legion ball field, contingent on the borough receiving an easement from the American Legion.
Borough Manager Cindy Wells reported that because the project cost is under $23,200, a formal bidding process was not required. The borough’s engineer with The EADS Group reviewed the quotes received: Blum Property Services submitted $18,541.50 and Construction Services of PA submitted $16,679.00. Councilor Osborn moved to accept the lower quote; Councilor Kerns seconded and the motion carried unanimously.
Council members noted the easement requirement as a condition for the contractor to begin work. No funding source change or additional appropriation was recorded in the minutes; the motion authorized award of the work pending the easement. The council did not record additional public comment on the project during the meeting.
Next steps: borough staff will secure the easement from the American Legion and then coordinate scheduling with the selected contractor and the borough’s engineer.
