Concord board authorizes payment plan for health-insurance assessment, sets loan public hearing date and approves routine items

The Concord School Board approved several finance and procedural items Wednesday: administrators were authorized to enter a payment agreement and satisfy a health-insurance assessment of up to $1,996,072.75 using payment-option 1, and the board set a public hearing date for a proposed loan/bond resolution on January 5 to meet statutory public-notice windows.
The board also voted to accept a donated Ford Focus for the CRTC automotive program (accepted by motion and with thanks to the donor), approved Policy 4.15 (Title IX reporting) on second reading, and adopted the K— ELA vertical-alignment document presented by the curriculum team.
On the general fund picture, the finance director described several encumbrances and projected obligations in special-education accounts and noted the district had taken steps to increase budgeted amounts; the director said some lines remain in deficit but that the district continues to manage encumbrances and spending through the remainder of the fiscal year.
Next steps: staff will post public notice for the loan resolution and return to the board to finalize financing details and any follow-up required by the public hearing process.
