Goffstown accepts $250,000 Volkswagen mitigation grant toward new fire engine

The Goffstown Select Board voted July 13 to accept and expend $250,000 from the New Hampshire Volkswagen Environmental Mitigation Trust (Granite State Clean Fleet, grant NHVW202601007) toward replacement of an aging town fire engine.
Fire Chief (S4) explained the grant is part of a mitigation trust from the Volkswagen settlement and is intended to reduce diesel emissions by replacing older engines. He cautioned that the trust requires the replaced vehicle be taken out of service and the engine/frame rendered inoperable as part of the program’s scrappage rules. “The vehicle has to be scrapped… the frame has to be cut, the engine has to be drilled,” S4 said.
Meeting materials presented a total project cost estimated at $1,090,979; the board noted the town’s required share would be 20% of that total. The Select Board voted to accept and expend the unanticipated funds under RSA 31:95‑b; the motion was seconded and approved by voice vote.
Board members discussed procurement and matching funds timing. S1 confirmed the motion’s passage and thanked the chief for pursuing the opportunity.
Next steps: staff will proceed with grant administration steps and return with any contract documents and budget adjustments needed to cover the town’s matching share if the project proceeds.
