Commissioners reminded to disclose ex parte contacts as possible Parkville‑area development looms; Nov. 18 meeting will include cell tower items

Planning staff used the meeting's other business period on Oct. 21 to remind commissioners about the county's ex parte communication policy and to alert them to a potential development near the National Golf Club that was initially handled by the city of Parkville.

A staff member described the situation: the developer first sought annexation and approval in Parkville and was turned down; the developer has since discussed the option of applying in the county. Staff warned commissioners that neighbors have expressed opposition and reminded members to disclose contacts or advocacy they receive before hearings. "Don't take them out to dinner," one commissioner said to underscore the guidance to avoid gifts or meals from applicants.

Staff also reviewed other items scheduled for the Nov. 18 meeting, including a two‑part rezoning and a special use permit for a cell tower (rezoning and a special use on the same property), a site development plan amendment for Par Electric, and a special use permit renewal for a long‑standing equestrian use in the southern part of the county.

Jason Halsburn announced a personnel change: planning commissioner Becky Bauer has resigned from the commission and will take a seat on the Board of Zoning Adjustment. Commissioners had no replacement to announce at the meeting.

The staff guidance emphasized disclosure and maintaining an open mind; if contacts rise to the level of lobbying or provision of advocacy material, commissioners were told to disclose the contact at the hearing and provide records.
