Plan Commission backs two medical clinics at 'The Wellness Grove' building, asks applicants to clarify hours

The Elm Grove Plan Commission on April 6 voted 6‑0 to recommend approval of plans of operation and conditional use permits for two medical clinics at 15330 Watertown Plank Road, units #2 (1988) and #4 (Milwaukee Anxiety Center), both located in the multi‑tenant building marketed as “The Wellness Grove.”
Tesa Jordens, a doctor of osteopathic medicine who said she currently operates a telehealth practice serving women, told the commission the new space will enable in‑person visits for midlife women's health while she continues telehealth services. Jordens said she is not requesting additional signage — the building already has a sign identifying it as “The Wellness Grove” — and she is not seeking special dumpster arrangements beyond those already provided by the building.
Jordan Stiede, a clinical psychologist who said he is relocating patients from the Center for Anxiety Disorders in Brookfield, explained his practice will treat anxiety disorders, obsessive‑compulsive disorder and related conditions. Commissioners asked Stiede to clarify operating hours: the application showed “10, 10, 10,” which President Koleski and staff said needed to be clarified before the Board hearing.
Zoning Administrator Ethan Sowl provided context on building occupancy: there are seven units at 15330 Watertown Plank Road; with the two clinics the commission considered, five businesses have been approved to occupy the building via conditional use permits since late 2024. Sowl said each business operates with one employee and typically sees one patient at a time; if all employees saw the maximum of two to three patients simultaneously, at most about 15–16 people would be in the building. The site has 28 parking spaces (four in front and a larger lot in back), which staff said is sufficient for the proposed uses.
Ms. Peter moved to approve the plan of operation and recommend approval of the conditional use permit for 1988 (Unit #2); Mr. Fronberry seconded and the commission passed the recommendation 6‑0. Ms. Stuckert moved approval for the Milwaukee Anxiety Center (Unit #4); Ms. Peter seconded and the commission passed that recommendation 6‑0. Both recommendations will go to the Elm Grove Board of Trustees for public hearings on April 28.
