South Hill approves resolution to convey access easements for broadband provider

South Hill Town Council approved a resolution May 11 authorizing conveyance of existing Access Easements for the benefit of Mid-Atlantic Broadband Communities Corporation (MBC) and Middle Mile Infrastructure, LLC (MMI).
Town Manager Keli Reekes opened the public hearing on a proposed conveyance of Town-owned access easements to MMI, conditioned on MMI first securing the Easement Area from MBC by recorded instrument. Resident Wade Crowder requested clarification on the property location during the hearing.
The resolution, appended to the meeting packet, specifies that once MMI records acquisition of the Easement Area from MBC the town will convey and confirm the Access Easements for MMI’s benefit, limited to a term not to exceed 40 years. The resolution further states the town will not require payment from MMI or MBC; consideration is the benefits expected from services provided by the infrastructure to town citizens. Councilor Ashley Hardee moved approval, Councilor Delores Luster seconded, and the motion carried unanimously.
The packet includes the full text of the resolution and cites prior deeds conveying easements to MBC dating back to 2006, 2018, 2021 and 2024. The resolution conditions conveyance on documented transfer of the Easement Area and limits the term of the Access Easements to 40 years.
