South Hill council adopts $46.2 million budget and new tax levy for FY 2026–27

South Hill Town Council adopted the town's FY 2026–2027 budget and a companion tax ordinance at its May 11 meeting.
The budget totals $46,246,492 across funds: $23,822,471 for the General Fund, $21,940,021 for Water and Sewer, $4,000 for the Cemetery Fund and $480,000 for the Housing Rehabilitation Project Fund. Town Manager Keli Reekes said the measures followed a public hearing held April 13 and presented the proposed appropriations to council.
Council also passed Ordinance No. O-03-26 setting tax rates for the fiscal year beginning July 1, 2026. The ordinance sets the real-estate rate at $0.31 per $100 of assessed value, a public service corporation rate of $0.31 per $100, a tangible personal property (non-vehicle) rate of $1.50 per $100, a data-center tangible property rate of $0.30 per $100, and a machinery-and-tools rate of $0.38 per $100.
Both the ordinance imposing taxes and the ordinance adopting and appropriating the budget were approved by roll call votes. The minutes record seven votes of "Aye": Councilors Randy Crocker, Lillie Feggins-Boone, Ashley Hardee, Gavin Honeycutt, Delores Luster, Carl Sasser Jr., and Michael Smith. Councilor Jenifer Freeman-Hite was absent.
The budget ordinance directs the Town Manager to implement the budget, execute purchase orders and make transfers among accounts as needed. A capital improvement plan for FY 2027 also was adopted to support previously authorized General and Water and Sewer projects.
Council did not amend the detailed fund allocations during the meeting; no subsequent implementation deadlines were announced.
