Clerk Leanne Feather called the roll; Councilors Randy Crocker, Lillie Feggins-Boone, Jenifer Freeman-Hite, Ashley Hardee, Vice Mayor Gavin Honeycutt, Delores Luster, Carl L. Sasser Jr., and Michael Smith were present. Human Resources Manager Kristine Martin attended the meeting.
Councilor Delores Luster moved and Councilor Ashley Hardee seconded that the council enter Closed Session under Virginia Code § 2.2-3711 A(1) to discuss a matter involving actions of public officers. The motion carried unanimously, and Mayor Mike Moody announced publicly that the council had entered Closed Session.
After the closed-session discussion, Councilor Lillie Feggins-Boone moved and Councilor Delores Luster seconded that the council adjourn the Closed Session and reconvene in Open Session. The council reconvened in Open Session, and Councilor Michael Smith moved — with a second from Councilor Ashley Hardee — that the minutes reflect no formal action was taken in Closed Session and that the council adopt a Resolution Certifying the Closed Session under the Virginia Freedom of Information Act.
