Ladue council unanimously approves speed limit cut, alcohol code changes, plats and multiple contracts

The City Council of Ladue unanimously approved a package of ordinances, special-use permits and professional-services contracts during its May 18, 2026, meeting.
The council voted 5-0 to adopt Bill No. 2408, lowering the speed limit on South 40 Drive from 40 to 35 miles per hour. The ordinance was read into the record by Mayor Nancy Spewak and approved on roll-call votes recorded as five ayes and zero nays.
Also approved were Bill No. 2409, amending municipal code provisions related to the sale and consumption of alcoholic beverages, and Bill No. 2410, which approves a consolidation plat titled "9746 Litzsinger Road." Both ordinances passed unanimously.
The Council granted two special-use permits recommended by the Zoning & Planning Commission: a modest addition (about 360 square feet) and related kitchen/access modifications at a private club at 1140 Cabin Lane, and temporary light towers to illuminate two John Burroughs School football games on Sept. 10 and Oct. 2, 2026. Council Member Stacey Kamps excused herself during discussion of the John Burroughs item because of her role with the school; she returned after the vote.
On the contracts side, the Council approved multiple resolutions authorizing professional services and construction agreements, including: Work Order #07 with HR Green for design-phase engineering on the Conway Road culvert replacements (Resolution 2026-15); a work order with Reitz & Jens, Inc. for utility coordination and construction-phase services on culvert spot repairs (Resolution 2026-16); authorization for the Finance Director to sign documents necessary to pursue Flood Mitigation Assistance (FMA) buyouts (Resolution 2026-17); a contract with C&R Mechanical Company to replace the Ladue Police Department HVAC system (Resolution 2026-18); and a contract with Missouri Petroleum Products Company LLC for the 2026 microsurfacing project (Resolution 2026-19). All motions passed by unanimous vote.
Council also approved routine departmental reports and vouchers for April 2026, and confirmed the appointment of Peter McGowan to the Stormwater Advisory Committee for a three-year term.
The meeting recessed into closed session for matters involving legal communications, real estate and contract negotiations and returned to open session before adjourning at 6:24 p.m.
