South Hill awards $1.039M street overlay contract, authorizes sewer right-of-way acquisition and accepts March reports

On April 13, 2026 the South Hill Town Council approved several infrastructure and administrative items: awarding the asphalt milling, overlay and traffic marking contract for IFB 2026-01 to Hy-Tech Services, LLC (dba MarCo Property Services) at the base bid of $1,039,000; and approving a resolution that authorizes acquisition of right-of-way and easements for the Dockery Creek Gravity Sewer Project with authority to negotiate purchases and, if necessary, condemn property under Virginia law (including quick-take procedures) to keep the project on schedule.
Director of Municipal Services C.J. Dean noted two sealed bids were received: Colony Construction ($1,182,777.10) and Hy-Tech ($1,039,000). Councilor Michael Smith moved to award the contract to Hy-Tech and the motion carried by roll call with all recorded members voting Aye.
Mr. Dean also presented the Dockery Creek resolution, explaining the need to acquire fee-simple rights or easements shown in exhibits to the packet and that condemnation via the 'quick-take' method could be used if purchase negotiations failed. The resolution passed by roll-call vote with Councilors Crocker, Freeman‑Hite, Hardee, Honeycutt and Sasser voting Aye and Councilors Luster and Smith voting No.
Council also accepted department reports for March 2026, including the Police report (Chief Ryan Durham reported 411 activity incidents, 66 reportable criminal offenses, 623 calls for service and $1,364 recovered property) and Fire Department quarterly updates. The Consent Agenda and financial report (total funds $42,201,696.61 as of March) were approved earlier in the meeting.
