South Hill council moves FY26-27 proposed budget, rates and fees to May 11 adoption

Town Manager Keli Reekes presented an overview of the proposed FY26-27 budget during a public hearing on April 13, 2026. A notice had been published in the local newspaper; the hearing opened for public comment and multiple residents asked questions and made requests before the hearing was closed.
Public commenters raised a mix of budget-related concerns: Wade Crowder criticized perceived wasteful spending; Karissa Phillips urged consideration of eliminating vehicle personal property taxes and asked about installing a sewer line at the former Park View High School campus; Jonathan Duffer asked about cemetery maintenance. Town staff acknowledged public input and highlighted ongoing investment in infrastructure.
After discussion, Vice Mayor Gavin Honeycutt moved and Councilor Carl Sasser seconded to place the proposed FY26-27 budget on the agenda for adoption and appropriation at the regularly scheduled council meeting on May 11, 2026; the motion carried by roll-call vote (unanimous). A second motion to place the proposed rates and fees related to the FY26-27 budget on the May 11 agenda also carried unanimously.
Council did not adopt the budget on April 13; formal adoption and appropriation were scheduled for May 11, 2026.
