Finance and Taxation Committee recommends council consider low bid for Monroe fire station roof

The Finance and Taxation Committee voted to forward to the City Council a staff recommendation to award the Monroe fire station roof replacement to the low responsive bidder, Fundamental Designs, on an alternate scope priced at $173,000.
A staff member overseeing the procurement told the committee the project was originally bid as a combined City Hall and fire station job but that bids came back ‘‘well in excess of what was $100,000,’’ so staff rejected those bids and rebid only the fire station portion because it is the most deteriorated section. ‘‘We originally bid this project for all of the city hall roof ... and then the fire station portion,’’ the staff member said, describing how bidders reported the fire station had two existing roof layers that required a full strip and reroofing.
The recommended alternate bid from Fundamental Designs was $173,000; Mineral Professional Roofing submitted an alternate of $189,004, a difference of about $16,000, the staff member said. The architect who prepared the contract documents reviewed both submissions and agreed Fundamental Designs was the lowest responsive bidder on the recommended alternate. Staff noted capital budget funds are available for the work.
The scope described by staff calls for stripping to the metal decking, installing a new rubber roof with specified insulation and adherence methods, and includes a manufacturer and workmanship warranty specified in the bid documents (staff cited warranty requirements in the 10–20 year range and said the specification required extended coverage). The staff member said the selected approach is intended to return the roof ‘‘back to code the way it should be’’ and extend service life for decades.
A committee member moved to forward the recommended low bid to the full City Council; another member seconded. Roll call votes recorded Alder Truhart, Alder Schaeffer, and Alder Maguire voting “Aye” and the motion carried. The recommendation will be considered by the City Council in its next appropriate meeting.
Funding and next steps: staff said the remaining City Hall roof work will be rebudgeted and handled as a separate project next year; the committee’s action was limited to forwarding the recommendation for the fire station portion.
