Kyle O’Brien, the town manager, explained the state law changes and said the town’s update would "clean up the administrative aspects" so smaller splits that meet lot size and setback requirements proceed without lengthy planning commission or council delays. He said larger subdivisions or rezoning requests would still require Planning Commission and Town Council review.
Councilman Cole moved to set the joint public hearing for March; the motion was seconded and carried unanimously. The council indicated the update would not change review requirements for large or rezoning-driven developments but would reduce time delays for routine subdivisions that meet code.
The change aims to reduce procedural delays that can push a simple subdivision review back 60 to 90 days, O’Brien said, and the council discussed how most remaining town tracts are smaller and therefore likely to benefit from administrative handling. The council did not adopt the ordinance at the meeting; it only set the public hearing so residents and affected parties can comment.
