The JNO committee recommended that the Common Council consider a charter ordinance that would revise how council vacancies are filled. Administrator Windy explained the proposed change would allow a candidate who received the next-highest number of votes in the prior election to fill a remaining one-year term, provided that candidate met the minimum signature requirement to be placed on the ballot.
Administrator Windy said the version in the packet needed minor updates to accurately reflect implementation years and vote counts but that the substantive change—matching the number of signatures required to qualify for ballot placement with the votes necessary to fill a vacancy—addresses prior concerns. A committee member said, "I think this addresses the concern," and another said the draft reflected the discussion from the prior meeting.
A motion to recommend the combined ordinance to the Common Council was moved and seconded; the clerk called the roll and the item was moved on to council for further action.
The committee directed staff to finalize the corrected ordinance language for the council packet. The item will appear on the full Common Council agenda for final consideration and any required public hearing.
