Monroe council eases lot-area, multifamily and parking rules to encourage housing

The Monroe Common Council approved a package of zoning-text amendments intended to loosen restrictions on residential development and parking requirements.
City staff presented ordinances that: add a definition for two-unit dwellings and revise minimum lot area and width requirements in the TR10 district; repeal and recreate Twin House provisions and adjust NMU minimum lot areas and widths; amend MR15 to permit 4 to 8 units per multifamily building as a use permitted by right (and adjust conditional-use thresholds); and change parking requirements so that the half-space rule for units over two bedrooms is removed and standard parking becomes two off-street spaces per unit.
Each ordinance followed an open-and-closed public hearing with no speakers recorded, was read into the record by city staff, moved for approval and then approved by roll call.
Mayor Tom Miller framed the package as part of a local effort to "relax some restrictions on building in order to help build more housing in this town." The ordinances were declared to be in full force the day after passage and official publication, per the text read into the record.
The changes affect zoning classifications NMU, TR10, MR15 and MR30 and will alter what is permitted by right versus conditional use for multifamily and two-family residential structures. Staff noted the legal text and effective dates are included in the ordinances and the official city code upon publication.
