The council approved the special-events resolutions by roll call.
Separately, the license committee moved to grant temporary Class B fermented malt-beverage licenses to Main Street Monroe for the Concerts on the Square dates. The motion described licensed zones that include the east and inner south sides of the downtown square, Pocket Park and Opportunity Park and limited sales and service hours (typically 5 p.m. to 10 p.m. on the listed dates). The council approved that license by roll call.
During discussion one alder raised opposition to allowing open containers in areas where children and families gather. The alder said: "I just have to lodge my general opposition to having that where all children and families are all going to be gathered for the concerts ... I just don't love having open containers where children and families are all in the same place as the beverages are being consumed." City staff clarified that the license relaxes enforcement of the city's open-container ordinance only within the defined special-event area and that licensed operators must oversee service inside the designated beer-garden areas.
The council later approved a separate temporary Class B license for the Cars on the Square event on June 5, 2026, which the license presentation described as covering the entire downtown square and the same parks. Council members asked whether this was a duplicate of the earlier vote and staff confirmed the square is included; the license was approved by roll call.
No conditional limitations or additional safety measures were recorded beyond the licensed-area descriptions and the requirement that licensed operators be on-site.
