Galesville council elects Jesse Swing president, approves appointments and designations

The City of Galesville Council met in organizational session on April 15 and unanimously elected Jesse Swing as council president for 2025–2026, approved the mayor’s slate of committee and board appointments, and designated official banking and publication partners.
Mayor Tom Thatcher called the meeting to order at 7:00 p.m., announced attendance and absence, led the Pledge of Allegiance and confirmed compliance with open meeting posting requirements.
Randy Larson nominated Jesse Swing for council president. After Mayor Thatcher called for nominations three times, Dave Carlson moved to close nominations and cast a unanimous ballot; Jean Seely seconded. The council recorded a 5–0 vote in favor, formally installing Swing as council president.
The council then moved on to administrative housekeeping. Dave Carlson moved, and Randy Larson seconded, to designate the Trempealeau County Times as the city’s official newspaper for legal notices; the motion passed 5–0. Council members also approved a resolution adopting Bluff View Bank and Co-Op Credit Union as public depositories for city funds; the resolution was seconded by Rob Grover and carried with recorded yes votes from Carlson, Grover, Larson, Seely and Swing.
Mayor Thatcher presented a comprehensive list of committee assignments, board members and department posts for the year, including Paul Evenson as chief of police, Todd Peterson as public works director, and Jennifer Hess as clerk/treasurer and bookkeeper for water/sewer. Rob Grover moved to approve the mayor’s appointments and chairpersons; Jesse Swing seconded. The motion carried unanimously.
With organizational business concluded, Dave Carlson moved to adjourn; Jean Seely seconded. The motion passed 5–0 and the council adjourned. The meeting record is signed by Jennifer Hess, City Clerk/Treasurer.
The organizational decisions set committee leadership and administrative contacts for the coming year; no controversies or opposed votes were recorded during the session.
