Staff member told the council that engineers have prepared diagrams for replacing the town’s holding tank with a sequential batch reactor and related equipment and that boring crews have begun exploratory work. The crew needed to return with different equipment because the drill rig they brought could not access the tank interior as expected.
Staff warned that new regulations require a 50-foot buffer between the proposed mechanical components and adjacent properties, which the project can meet only by requesting a setback waiver or by negotiating to purchase a portion of a neighboring parcel. Permits are planned for submission in late December or early January, and staff said they hoped to have approvals in sequence to begin work on the schedule described in design documents.
Staff also said the project team will inspect related sewer vents and remind residents to call the FEMA/assistance number for denial resolution if they receive application rejections. The council did not vote on the project at the meeting; staff signaled that the next steps will include pursuing the waiver or property discussions and returning with permit-ready documents.
A committee member asked about contractor selection and potential geographic concentration of projects on the west side; staff said contractors and inspectors would be involved in follow-up site visits and confirmed funding and change-order availability for immediate ditch repairs related to the same infrastructure work.
