Southport adopts 2050 plan; staff circulates action matrix to guide priorities

The Southport Board of Aldermen adopted the Southport 2050 comprehensive plan, and planning staff told the Planning Board on Oct. 16 that an action matrix from the plan has been placed at members' seats to begin prioritizing implementation.
"I have placed at your chairs a copy of the action matrix that is found within the comprehensive plan," said Moe, the city's development services project manager. "This outlines all of the policies within the plan and then those strategies that can help implement those policies throughout and who and how they may be able to take place." Staff asked planning-board members to submit their top three priorities to help the city begin targeted implementation.
Board members debated how to convert the matrix into an actionable work program. One member urged that the Board of Aldermen give clear priorities and goal dates so staff and the planning board can align recommendations and grant strategies. Another member recommended scoring items by value and effort so high-impact, feasible actions rise to the top.
Staff also noted implementation choices may require coordination with other governmental entities and potential UDO changes. "Do we need UDO updates? Do we need to look for grants for projects on the ground? Do we need to coordinate with different departments within the city? Do we need to coordinate with anyone from the county or state?" Moe asked, urging members to consider practical next steps.
Next steps: staff will convert the action matrix to an electronic form for the board, seek members' top-three priorities, and present a refined list for aldermen and staff to use in budgeting and grant applications.
