Planning board adopts a primer for new members and advances a public project dashboard

Three recently appointed planning board members (the primer subcommittee) presented a short handbook designed to bring new members quickly up to speed on planning board authorities, meeting procedures, responsibilities and useful reference documents.
The subcommittee members said the primer is intentionally a "cliff notes" product with an executive summary, references including UNC School of Government materials, and a list of tips and pitfalls for both the board and the public. Ed, one of the subcommittee members, told the board the document is intended to help new members and applicants know what to expect at meetings.
Wendell, a planning staff member, reported progress on a project dashboard that compiles zoning text amendments, variances, special-use permits and appeals into a single public-facing pipeline report. Wendell said he was aiming for a Nov. 1 draft and that the dashboard will include package dates, status updates and milestone estimates so the board and the public can see project lifecycles.
Chair Ashley announced special meetings to continue rules and procedures drafting on Oct. 29 (9–11 a.m.) at Indian Trail and tentatively Nov. 6 (9–11 a.m.) as a backup. Board members requested clearer draft circulation so they can respond to edits, and staff agreed to circulate materials as the draft stabilizes.
