Southport’s 2050 plan adopted; planning board takes first steps on implementation

The Board of Aldermen adopted the Southport 2050 comprehensive plan on Oct. 9, and planning staff told the Oct. 16 planning board meeting the city will send the plan to the Division of Coastal Management for certification.
Moe, the city’s planning staff lead, said the board of aldermen’s adoption clears the way for implementation work. “So that was wonderful news,” Moe said, noting staff has prepared an action matrix that lists policies, strategies and implementation steps and has placed a copy at each board member’s chair.
Why it matters: the action matrix is intended to translate long-range goals in the comprehensive plan into prioritized, actionable steps the city can pursue through UDO changes, grant applications and interagency coordination. Moe asked the planning board to identify a short list of top starting priorities — “maybe your top three” — to give staff a starting point for recommendations to the aldermen.
Board members and staff discussed how the matrix is organized and next steps. Moe said staff will compile planning-board input and present a prioritized package to the Board of Aldermen; the aldermen have scheduled discussion of UDO considerations tied to the plan on Nov. 3. The planning board also discussed staging actions as short-, mid- and long-term and the need to identify likely funding or regulatory dependencies before pursuing on-the-ground projects.
Background and next steps: the planning board will review the action matrix and provide suggested priorities. Staff intends to expand the matrix text in the aldermen’s agenda packet so priorities are clearer to the elected board and the public, then return the prioritized items to the planning board for further refinement. The comprehensive-plan implementation timeline noted by staff anticipates the formal plan document will guide grant-seeking and UDO work over the next several quarters; the full plan text and action matrix will be used to identify specific grant opportunities and regulatory changes.
