Stephens City council sets public hearing on parking restrictions, reappoints BZA member and hears police, fire, financial updates

Stephens City’s Town Council on Feb. 6 scheduled a public hearing for its March meeting on a proposed amendment to Chapter 17 that would allow the town’s police and fire departments to recommend restricted parking where parked vehicles interfere with emergency access.
Public Safety Committee Chair Ronald Bowers told the council the committee reviewed the draft ordinance and that a hearing will be held in March for public comment. No final action on the ordinance was taken at the Feb. 6 meeting.
The council approved several routine items. Councilman Linden A. Fravel Jr. moved to reappoint Judy Whiting to the Board of Zoning Appeals (term noted as expiring April 1, 2018); the motion carried with recorded Aye votes by Bowers, Fravel, Hollis, Swygert-Smith and Thatcher. Council also voted to approve committee minutes and the minutes of its prior regular meeting.
Public-safety reports: Police Chief Charles E. Bockey Jr. said the department has been busy; an investigation led by Officer Copp produced a major break affecting town and Frederick County cases, Sgt. Baber is out with a broken foot, and Chief Bockey said he was elected vice president of the Skyline Regional Criminal Justice Academy executive board. Fire Chief John Jones reported the volunteer department responded to 16 calls inside Stephens City and 236 calls in Frederick County in January (252 calls total). He said the department’s new building passed final inspection and floor epoxy work was underway.
Finance and operations: Treasurer Steve Rickards presented monthly revenue and expenditure schedules; packet totals for Feb. 1–28, 2018, showed total revenue of $147,227.11, total expenditures of $95,081.08 and a net position of $52,146.03. Town Manager Mike Majher noted that collections for delinquent personal property taxes and business-license renewals are coming in; staff is preparing the next fiscal-year budget and reported a rise in zoning inquiries.
Other actions and calendar adjustments included council agreement to reschedule the Public Works/Water & Sewer meeting to Feb. 28 to accommodate Councilman Nauman’s travel. The council adjourned at 7:40 p.m.
