Council recommends three firms for on-call engineering as streetscape planning advances

Town staff recommended the council approve three engineering firms as on-call engineers to support upcoming projects, including the downtown streetscape.
The manager said requests for qualifications produced three candidates the town will propose for on-call services: High Country Engineering (Jay Johnston), Withers Ragamill (the current engineer for stormwater and streetscape work) and McGill Engineers. Staff said the firms received similar evaluation scores and noted their prior work for the town.
On the streetscape project, staff told the council that initial surveys and community engagement have been completed and have influenced draft designs; additional surveys and another public engagement event are planned once engineers provide drawings. Separately, the Main Street organization revised its bylaws and adopted a new mission and vision statement focused on economic growth, preserving heritage and promoting arts and outdoor recreation.
The manager also noted the Mitchell County Chamber director is leaving midweek and that the town and Chamber will coordinate on filling the position. No formal selection vote for on-call engineers was recorded in the meeting transcript; staff framed the list as recommendations for council consideration.
