Afton council approves ordinance on easement obstructions, greenlights multiple project payments and Oktoberfest permits; business owner urges improved Main St.

Afton, Wyo. — At its Sept. 9 meeting the Afton Town Council approved ORDINANCE 697 on third and final reading to prohibit obstructions in town easements and access areas to fire hydrants and other infrastructure, and cleared a slate of project payments, permits and administrative actions.
Ordinance 697 was presented by Mayor Jeff Jensen and approved after Council Member Dirk Hillyard moved for passage and Council Member Scott Griffith seconded; the motion carried unanimously.
The council approved several payments tied to ongoing public-works projects. Dave Kennington presented Payment Application #2 for the Adams Street Waterline project, including a change order reducing the contract by $120; Council Member Griffith moved to approve Payment Application #2 for $97,585 to Advanced Excavation and the motion carried. The council also approved Payment Application #6 for the Sewer Lagoon Expansion ($116,880.86) and Payment Application #7 ($228,160.36), both moved by Council Member Michael Butler, and Payment Application #1 for the 2025 Streets Project for $125,210, moved by Council Member Griffith. All motions carried as recorded in the transcript.
The council approved two catering permits for Main Street Oktoberfest on Oct. 4, 2025: an application from C and G, LLC dba AJ’s Discount Liquor presented by Crystal Magee and an application presented by George Montelongo on behalf of Colters Lodge. The approved operating hours are 11:00 a.m. to 11:00 p.m. between 4th and 5th avenues on Highway 89. Administrator Violet Sanderson reported that Amber Lesoon of Prohibition Outpost LLC had withdrawn her application for the same event.
Blake Ritchie, co-owner of Rocky Mountain Seafood Restaurant, thanked the council for bringing events downtown but asked that future festivals ensure vendor placement does not block storefront access or impede business flow; he said a food truck during this year’s Freedom Festival partly blocked his business.
Other council actions: the Tourism Board’s recommendation to appoint Tammy Carlston to the Afton Tourism Board was approved; the council acknowledged the resignation of Tourism Board member Tina McGarvey and will await a recommendation for her replacement. The council also authorized execution of a lease with LUCDA contingent upon receipt of a Certificate of Insurance.
Parks/Streets Director J.R. Nield updated the council on the streets project and use of ARPA funds in the park, including plans for pickleball courts. Karli Decora, director of the Adult Softball League, presented a slideshow thanking the council for resources used to update the Simplot ball fields this summer.
The council recessed into executive session at 8:13 p.m. to discuss litigation and returned to regular session at 8:34 p.m. with no action taken. The meeting adjourned at 8:36 p.m.
