Afton council adopts 2025–26 budget, approves rezoning and public-works awards; several appointments confirmed

The Afton Town Council on June 17 approved its annual budget for fiscal year 2025–26, adopted zoning changes and advanced several local infrastructure contracts and personnel appointments.
By voice vote the council adopted Ordinance 696, the annual budget and appropriation for July 1, 2025–June 30, 2026, citing Wyoming Statute 16-4-104. Mayor Jeff Jensen presented the ordinance; Council Member Michael Butler moved to approve on third and final reading and Council Member Dirk Hillyard seconded. The motion carried unanimously.
On land use the council passed Ordinance 695 on third and final reading, reclassifying specified property between Agricultural, Conservation and Recreation (ACR) and General Commercial (GC) as described in the ordinance’s legal descriptions. Council Member Butler moved to adopt and Council Member Hillyard seconded; the ordinance passed unanimously.
The council also took several procurement and payment actions. Dave Kennington presented Application No. 4 for the Afton Sewer Lagoon Expansion Project and the council approved payment to DNS Excavation in the amount of $154,692.65 on a motion by Butler and second by Hillyard. The council awarded the Adams Street Water Project to Advanced Excavation for a bid of $134,850.00 following publicly opened bids; Dirk Hillyard moved to award the contract and Michael Butler seconded — the award was approved unanimously.
Mayor Jensen presented Ordinance 697 for first reading, a measure to prohibit landscaping and other obstructions in town easements and access areas to fire hydrants and other infrastructure; the council passed the ordinance on first reading. Utility Director Josh Peavler had earlier raised accessibility concerns prompting the ordinance.
In personnel actions the council unanimously appointed Lisa Grimsley as Tourism Director; it also confirmed Garren Stauffer as Municipal Court Judge and Rod Jensen as a Provisional Judge for the town’s municipal court.
A separate consent-agenda vote approved a long list of May bills; one line-item (B & H Auto) was pulled for separate consideration. Council Member Butler moved to approve the B & H Auto bill; Mayor Jensen seconded and the bill was approved with Council Member Dirk Hillyard recused from that specific vote.
The council entered executive session at 9:37 p.m. to discuss legal matters and returned to open session at 9:55 p.m. with no action taken. The meeting adjourned at 9:56 p.m; the next regular meeting is scheduled for July 8, 2025, at Afton Town Hall.
