The Afton Town Council voted unanimously March 11 to annex a tract south of Star Valley High School on Swift Creek Lane and advanced the annexation ordinance on its initial reading.
Petitioners Jeremy Roberts and Jeff Loris joined the meeting via Zoom and requested annexation to allow town water and sewer service and sought R‑3 (Mixed Residential) zoning to permit smaller lots. Town Administrator Violet Sanderson presented correspondence from neighboring property owners Dianne Miller and Tom Davis and relayed that the Afton Planning and Zoning Board had recommended denial of the petition.
After discussion, Council Member Michael Butler moved to approve the annexation with ACR (Agricultural, Conservation, and Recreation) zoning and the conditions set forth in the Planning and Zoning Administrator’s staff report; Council Member Scott Griffith seconded and the motion passed unanimously. Mayor Jeff Jensen then presented Ordinance 694 to formalize the voluntary annexation; Council Member Butler moved to approve Ordinance 694 on first reading, Council Member Griffith seconded and the ordinance passed its initial reading unanimously.
The minutes show the council approved annexation with conditions required by staff; the transcript does not include the full text of those conditions. Petitioners indicated intent to apply for a major subdivision if the annexation was approved; the council’s action sets the annexation into motion and delegates follow-up to staff and ordinances required for formal incorporation of the land into town limits.
