Galesville awards $2.47 million West Side infrastructure contract, approves loan paperwork

Davy Engineering presented bid tabulations showing four contractors; McCabe Construction submitted the low qualified bid of $2,470,000 (reflected in the recommended award of $2,470,470 for base and alternate). Council accepted the engineer's recommendation and awarded the contract; the recorded vote on the award included one no vote (Carlson-no) and otherwise carried.
Mike Davy noted that permits and easements are required, that Xcel Energy will relocate power poles, that the county has issued a permit for excavation and patching, and that the State Historical Officer cleared a possible burial-ground report so final DNR sanitary sewer approval could proceed. Davy outlined the project schedule: hot mix pavement by Oct. 31, 2025; all items complete by Nov. 21, 2025; final paperwork by Dec. 11, 2025.
The council reviewed a three-part borrowing plan totaling $3,330,000 (Clean Water Fund, Safe Drinking Water and General Obligation) developed with Ehler's, and approved Scope of Engagement letters from Quarles & Brady LLP for the Clean Water Fund loan to support the financing.
Next steps: the award remains contingent on DNR sanitary plan approval and completion of permits and easements; the city will proceed with loan engagement and execution of financing documents as recommended.
