Council approves contracts for Juniper/Trinity culvert/bridge project oversight; DOT CE&I to provide daily inspection

The Town of Southern Shores on Nov. 12 approved contracting arrangements to support the Juniper/Trinity culvert/bridge construction.
Town manager Cliff asked the council to authorize a professional services agreement with Kimley‑Horn for construction‑administration tasks (the firm will bill for actual work performed) and to contract with the North Carolina Department of Transportation for construction engineering and inspection (CE&I). Cliff said DOT agreed to provide CE&I at a negotiated rate of 7.5 percent, which staff estimated at roughly $125,000 for this project, and that having DOT on site provides daily oversight, material testing and slump tests.
Cliff said Kimley‑Horn will serve as engineer of record and will perform itemized tasks; the contract language allows billing reductions if anticipated tasks are not performed. He also described contract safeguards: the town requires performance and payment bonds for projects above statutory thresholds and the construction contract includes claims and dispute resolution processes (mediation with court as a last resort). Cliff told the council the pre‑construction meeting is Thursday and the contractor’s schedule requires in‑water work to be completed by Feb. 15.
A council member made a motion to enter into the contract for construction administration with Kimley‑Horn and the CE&I agreement with NCDOT; the council voted in favor and the motion carried by voice vote.
