New Windsor council reviews FY26 budget, approves CD cashouts and clears local projects

The New Windsor Town Council used its March 17 work session to review FY26 budget standings, discuss capital projects and record bank CD cashouts and reinvestment plans, while approving several local project requests and event permissions.
Town staff reported that both the enterprise and general funds currently show expenditures exceeding income as part of the FY26 budget review. The council reviewed capital-vehicle and equipment needs and discussed how those needs intersect with enterprise and general funds; no final capital-appropriation actions were recorded in the minutes.
Town Clerk/Treasurer Dana Mangus presented details on two matured certificates of deposit. A seven-month Farmers & Merchants CD originally invested at $250,000 at 4.64% cashed out to $256,822.91, with $6,822.91 recorded as interest to be deposited into the Capital Reserve; the minutes say $250,000 was re-invested at SECU for nine months at 4.05%. A 13-month SECU CD originally $250,000 at 4.91% cashed out to $263,146.48, with $13,146.48 recorded to Capital Reserve and $250,000 re-invested at ACNB for 12 months at 4.05%. The minutes record these amounts and the intended reinvestment institutions; they do not record a formal roll-call vote tied to the CD entries.
Separately, the council granted permission for a helicopter to land on the town ball field in connection with the Vietnam Traveling Memorial Wall event, provided weather conditions allow and the necessary permits are obtained by Babylon Vault. Councilmember William Holl moved the permission, Councilmember Kevin Cornick seconded, and the minutes record approval by a 4-0 vote.
On infrastructure, the council approved pursuing a sidewalk extension along MD-31 from the 400 block of Main Street to the 7-Eleven as part of State Highway Administration improvement projects. The council also recorded that work on Roop Drive is scheduled to begin March 31, 2025, funded in part by MD-31 grant funds. The minutes say two additional funding requests have been made regarding 211 High Street and that more information will be provided at a future meeting. Regarding Sibel Fields, the minutes state a letter was sent to Lehigh requesting use and repair of Field #1 and that a memorandum of understanding will be sent to “Brad” once the arrangement is approved.
An announcement noted that CJ Miller is scheduled to start paving State Road 31 in spring 2025. There were no resident concerns recorded during the public-comment portion. The meeting closed at 8:13 p.m. on a motion by Councilmember Dave Hoffman, seconded by Councilmember William Holl; the minutes record the adjournment as approved 4-0.
