Council Member Brendan Sweeney requested that the Stanley Town Council hold a public hearing at its June meeting to review the personnel policy adopted in December 2025.
Sweeney said the policy contains grammar, spelling, formatting and substantive inconsistencies and noted the council and public received less than 48 hours to review the document before the December vote. He specifically raised concerns about Section 5.6, "Political Activity Restricted," and said subsequent research — including a cited U.S. Fifth Circuit Court of Appeals ruling — indicated the provision may not constitute a First Amendment violation as was suggested at the December meeting. Town Clerk Olga McGinnis said the personnel policy had been reviewed and that revisions were recommended by the NC League of Municipalities HR Consultant. The Town Attorney recommended that any council members seeking changes submit proposed revisions to the Town Manager for review by HR; no formal vote was taken and staff were directed to accept proposed revisions for review.
