Bogue council approves drainage easement for Blais property, OKs Chimney Branch Road repairs

The Bogue Town Council on March 16 approved a deeded drainage and utility easement requested by Donald and Judy Blais and accepted a quote to repair curb and resurface Chimney Branch Road. Mayor Robert O’Chat said the easement will funnel stormwater into a swale and send it to Chimney Branch; the survey was prepared by John Odom of Prestige Land Surveying.
Councilmember JoAnn Parker moved to accept the deeded drainage and utility easement as presented; Councilmember Mike Crose seconded and the motion carried. The council also reviewed a written quote from Thomas Simpson to repair a broken curb and several deteriorated asphalt spillways on Chimney Branch Road. Mayor O’Chat said the work includes creating four spillways and swale work tied to the Blais easement and that the town has budgeted for the project.
Councilmember John Dale moved to accept the quote from Thomas Simpson for curbing, maintenance and asphalt paving of Chimney Branch Road; Councilmember Allison Cannon seconded and the motion carried. Mayor O’Chat said the work is scheduled to start June 1, 2026 and will be completed together over several days. Attorney Donna Boggs advised the council that the Blais easement approved that night will need to be recorded; Mayor O’Chat confirmed the town will record the easement.
The council did not record any dissent on the motions. The next procedural step is recording the Blais easement and scheduling the contractor work for early June.
