Council staff presented the 2025 TIF annual redevelopment report and associated financial summaries and the council voted to accept the report so the clerk/treasurer could upload the materials to the Department of Local Government Services.
During the CDBG public‑hearing segment, staff explained HUD requirements and the City of Coburg's FY2026 CDBG allocation of $112,590 and described eligible uses (infrastructure, curb ramps, sidewalk work, demolition) and the application timeline. The council opened the floor for public comment and heard one question about earmarking CDBG funds for sidewalks; staff said ADA‑compliant sidewalk projects are eligible but neighborhood eligibility depends on HUD income‑surveys and census tracts.
Council adopted the affirmative action plan and Section 3 understanding in a single motion and then adopted Resolution 2026‑07 authorizing the mayor to submit a CDBG project proposal for federal FY2026; applicants were reminded of the application deadline (05/06/2026). Staff noted that additional public input meetings and legal advertisements are required before final HUD submission and awards.
Separately, the council accepted compliance reviews for projects (including Grand Trump Storage and a Place Street/PlayStreet development agreement amendment) that staff reported remain generally consistent with their statements of benefit.
Next steps: staff to post the TIF report, make CDBG application documents available and coordinate project selection and public input as the grant timeline proceeds.
