New Windsor council to review water and sewer tiers after majority paid more under new system

During the Oct. 20, 2025 work session, New Windsor council members reviewed preliminary billing impacts from the recently implemented tiered water and sewer rates and asked staff to monitor effects and report back.
Town staff reported that 59% of customers paid more this quarter after the new tier structure took effect. Councilmembers discussed adding an additional, lower tier targeted at households using less than 10,000 gallons to reduce bills for low-usage families. The council did not adopt any rate changes at the work session and asked to revisit the matter at the next billing cycle.
The discussion was limited to preliminary data; no formal motion or vote was recorded. Staff will continue to track billing outcomes and present any recommended ordinance or rate adjustments in a future meeting.
