The board voted to declare an emergency for the culvert, directing staff to solicit emergency proposals for engineering and construction and to return with cost estimates and a plan for replacement. The motion was made and seconded and carried with no additional recorded opposition.
Members emphasized public-safety concerns and urged staff to assess intake and discharge conditions, consider armoring and traffic impacts, and coordinate proposals so work could begin quickly once a firm scope and budget were available. Staff said an engineering firm that visited the site would prepare a recommended scope and cost estimate in time for consideration at the next meeting.
The board’s action authorizes solicitation of emergency proposals but does not yet commit to a construction contract; next steps are engineering design, refined cost estimates, and a construction authorization vote if necessary.
