New Windsor council approves FY26 reserve transfers; water and sewer rate resolution to be prepared

Mayor Neal C. Roop and the New Windsor Town Council met April 21, 2025, and approved transfers from capital reserves to balance the town’s FY26 operating funds while asking the town attorney to prepare a water and sewer rate resolution.

The council voted to transfer $213,640 from the General Capital Reserve to balance the General Fund and $417,500 from the Enterprise Capital Reserve to balance the Enterprise Fund. Town Attorney Ostrander was asked to move forward with drafting a formal resolution and rate schedule for water and sewer charges.

The council also approved the March 17, 2025 meeting minutes. Vice President and Councilmember Kimberlee Schultz made the motion to approve the minutes, Councilmember Kevin Cornick seconded, and the motion passed 5-0.

Finance discussion included no substantive changes to the FY26 budget since the previous meeting. Councilmembers did not take additional budget actions beyond approving the reserve transfers and authorizing the attorney to prepare the rate resolution. The town said no effective date for a new rate schedule was announced at the session; the attorney will bring the resolution forward for formal consideration at a future meeting.

Votes at a glance: the council approved the March 17 minutes (motion by Schultz; second by Cornick; 5-0) and approved the proposed capital reserve transfers (vote recorded as part of budget review). The water and sewer rate schedule was not adopted at the meeting; the attorney was directed to prepare the resolution for a later meeting.

The council adjourned the public portion of the work session after announcing community events and then moved into a closed session under state statute.
