Council adopts Resolution 1879 updating park fees, cemetery pricing and school impact fee adjustment

The Enumclaw City Council adopted Resolution 1879, updating a set of municipal fees covering Parks & Recreation programs, cemetery niche pricing and an automatic consumer-price-index adjustment to the school impact fee.
Parks & Recreation Director Alina Hibbs outlined two fee proposals: adding a two-day-per-week swim-team option to make programming more affordable and updating cemetery lot and mausoleum alcove pricing because many categories were sold out. "Our 3 day a week program is $276 for 3 days a week. We're recommending a 2 day a week option... to incorporate a more affordable option for our participants," Hibbs said.
Chris Bassetti (staff) explained the fee resolution also included a 3.1% automatic adjustment to the school impact fee based on the Consumer Price Index for the Seattle–Tacoma–Bellevue area and that the change had been implemented on April 1 to match permit paperwork. "The fee resolution presented to you tonight represents a 3.1% adjusted school impact fee," he said.
Staff also briefed council on cemetery pricing specifics: several sections and facing types were sold out and the resolution narrows increases to the remaining alcove niches. Because the cemetery board lacked a quorum, staff brought the fee changes directly to council to avoid delaying Weeks Funeral Home billing changes.
After staff responses to questions, council moved, seconded and approved Resolution 1879. The motion passed on voice vote; the transcript records the approval without a roll-call tally.
Next steps: staff will implement the fee schedule updates in billing and program registration systems and will continue to coordinate with the school district on any future deviations from CPI-based adjustments pending the school board's capital facilities plan.
